individuals convicted of crimes ineligible for permanent fund                                       
dividends; relating to appropriations from the dividend fund; to certain                            
payments of compensation from the crime victim compensation fund;                                   
to state aid for certain obligees with child support arrearages; and                                
providing for an effective date" was engrossed, signed by the President                             
and Secretary and transmitted to the House for consideration.
